Can I get Exchange Online and Office without an E3? #M365AMA

As these both only allow access to email via Outlook Web Access (or your preferred 3rd party email client), if you log into the OWA site are any of the Office Web apps accessible to you, such as Word Web or Excel Web? It seems Microsoft only mentions these as accessible when you move up to 365 Business Basic or higher.”
